Summary of Policy Research

■ Background

Currently, the national economy has entered a "new normal" characterized by speed changes, structural optimization and power conversion, and the field of urban and rural housing construction has become the main battlefield for economic construction. In order to adapt to the "new normal" and accelerate the comprehensive deepening reform in the construction of new urbanization and urban and rural housing construction, the Urban and Rural Planning and Design Institute of Guangdong Province has focused closely on the key tasks of the Guangdong Provincial Party Committee and Provincial Department of Housing and Urban-Rural Development; in addition, it has been striving to engage in the policy research in the new situation with the open concept, innovative ideas and distinctive features, with a view to upgrade staff service levels practically.

Urban and Rural Planning and Design Institute of Guangdong Province mainly undertakes the research and formulation of major policies and norms in Guangdong Province. By combining with the development trend of urban and rural planning industries and the practical requirements of scientific planning, it has been responsible for and participated in the formulation of a large number of policies related to the planning and construction management guiding the whole province and influencing the entire country; thus it has become an important planning and innovation institution and industry technology platform in Guangdong Province. On the one hand, it promptly studied and proposed the policy proposals for the field of urban and rural planning and construction in our province in accordance with the new tendency of national and provincial macroeconomic policies and the new trend of economic and social development; on the other hand, it assumes the formulation of the relevant policy documents and technical guidance of the relevant policy documents in the key field reform of the urban and rural housing planning and construction of the whole province, and the implementation assessment of urban and rural housing planning and construction and reform. Moreover, by relying on the wisdom urban and rural spatial information platform of Guangdong Province, it has been promoting the smart application of big data in the field of planning and construction, and conducting the in-depth study of the influence of new information technology in the urbanization and urban and rural planning and construction in the whole province. In addition, the institute has maintained close contacts with well-known multidisciplinary experts, scholars and research institutes at home and abroad so as to form a consultant team. Therefore, it is able to provide extensive intellectual support for the policy research on urban and rural housing planning and construction in the whole province and to accept the entrusting of local governments and enterprises to provide policy advisory and market research services.

■ Brand Characteristics

The institute has always been adhering to the pragmatic spirit and painstaking study. As a result, it has formed some of the brands of its own characteristics in the aspect of policy research (Figure 1), which specifically includes:

1. By formulating relevant planning and management laws and technical specifications, it has been providing technical support for the standardization of urban and rural planning formulation in Guangdong Province and the scientific planning and management.

It has been responsible and formulated a series of "Guidelines for Urban Planning in Guangdong Province". On the basis of following the existing national laws and regulations of urban and rural planning, it has emphasized, deepened and complemented some of the planning concepts and technologies, and has formed the guiding policies and regulations applicable to Guangdong Province. Therefore, it has effectively regulated and guided the urban and rural planning formulation and implementation management of Guangdong Province, and made up for the insufficient adaptability to local planning from national regulations.

For example, in Research on Reform of Approval for Compilation of Overall City Plan of Guangdong Province, it proposed the idea of general regulation reform featured by "classified management, zoning control, level conduction and dynamic adjustment", which was absorbed by Pilot Province for the Establishment of Urban and Rural Planning and Management System Reform in Guangdong Province; Planning Research Applicable for the Financial Support for National Policy Financial Institutions is the first study on the planning formulation guideline of the investment and financing of urban and rural planning in China. Research on Planning and Construction of Characteristic Villages and Towns in Guangdong Province is the first province-level guideline for building the characteristic villages and towns; projects such as Research on Index System of Construction of Urban and Rural Infrastructures under Background of New Urbanization and Research on Urban Master Planning Performance Evaluation Framework System under the Perspective of Public Policy and so on have passed the acceptance of soft science research project by the Ministry of Housing and Urban-rural Development; thus providing the demonstration for the whole country. In addition, the institute also participated in the formulation of a number of Guangdong urban and rural planning and management methods and standards, including the Compilation Approval Work of Planning of Specific Regions of Guangdong Province, Evaluation Standard of Low Carbon Green Community in Guangdong, Construction Standard for Community Sports Park in Guangdong Province, etc.

2. It undertakes the research on urbanization and urban development policy, and provides the basis for decision-making of the urban and rural development and planning and construction of Guangdong Province.

By timely grasp the new trends of national and provincial macroeconomic policies and the new trend of economic and social development, it has conducted a great amount of pilot technology research and policy transformation on the aspects such as ideas, methods and mechanisms of urbanization and urban development in Guangdong Province, which has played an important role in the construction of new urbanization in Guangdong Province. Among them, Research on Modern City Construction of Guangdong is the first major report on implementing the requirements of "four persistence, three supports and two forefronts" put forward by General Secretary Xi Jinping in his inspection in Guangdong Province, which has explored the efficient path of the leading realization of modernization in the province; in the Research on Updating Urban Thinking, Innovating Urban Mode and Increasing New Advantage of Development of New Urbanization of Guangdong Province, it has comprehensively implemented the working conference spirit of the central government and the provincial cities, and innovatively proposed the urban work ideas such as "implementing policies according to specific cities", "addition, subtraction, multiplication and division" etc., and it has preached many times in the provincial urban and rural housing construction working conference. Adhere to the scientific planning, strengthen urban design, enrich architectural building and promote the construction revolution – Research on the Exploration of New Model of Construction of Urbanization in Guangdong Province has been transformed to the Implementation Opinions on Further Strengthening the Urban Planning and Construction Management issued in the Urban Working Conference in Guangdong Province; the recommendations proposed from Policy Suggestions on Optimizing the Orbital Grid Layout of Guangdong-Hong Kong-Macao Greater Bay Area are incorporated into the development planning of Guangdong-Hong Kong-Macao Greater Bay Area.

3. It has conducted the research and implementation assessment of the provincial urban and rural housing construction planning, and performed the long-term follow-up of new urbanization and urban planning and construction management in Guangdong Province.

It has seriously implemented the relevant arrangements by the Guangdong Provincial Party Committee and the provincial government, and actively cooperated with the provincial Department of Urban and Rural Housing Construction so as to ensure the research and implementation assessment of the provincial urban and rural housing planning and construction. By assisting in the preparation of the provincial urban working conference, and conducting the special research work, it has formed six special research reports such as A Study on the Trend of Urban Development in Guangdong, by Respect for the Laws of Urban Development and so on; thus becoming the important reference materials for the provincial urban working conference. It has assisted the experts and scholars and scientific research institution in relevant fields of the provincial housing and construction department to compile the annual report on the construction of urban and rural housing in Guangdong Province for three consecutive years and systematically summarized the achievements and experiences of the province in the field of urban and rural housing construction of the whole province. Each year, it conducts the preparation of blue book for the new urbanization in Guangdong Province and comprehensively grasp the dynamic process of the new urbanization in Guangdong Province, so as to provide a basis for government decision-making.

■ Outlook

In the future, Urban and Rural Planning and Design Institute of Guangdong Province will continue to combine the new trends of national and provincial macroeconomic policies with the urban and rural planning, construction and management practices in a rational and truth-based manner, innovate and develop as well as achieve the optimal products, so as to provide policy research and recommendations on the enhancement of industry development and reform in key fields.
